Why I’m Running
As Hillsboro continues to grow and change, every new industry, housing development, infrastructure investment, and emerging technology brings real opportunity — not only for our city, but for the broader region.
That growth also raises important questions:
- How do we protect affordability?
- How do we plan for impacts on neighborhoods and public infrastructure?
- How do we make sure more people benefit from Hillsboro’s success?
I’m running for Hillsboro City Council because I believe the decisions we make today should strengthen this community for the people who live here now and for the generations who will call Hillsboro home in the future.
During my time on Council, I’ve worked to bring a practical, community-centered perspective to these conversations, including responsible data center growth, utility affordability, neighborhood investment, small business support, public transparency, and protections for residents facing difficult circumstances.
I don’t believe public service means having every answer. It means listening carefully, asking hard questions, doing the work, and being willing to act.
I’m asking for your vote so I can continue serving Hillsboro with that same commitment.
Meet Cristian
Cristian Salgado brings a perspective shaped by lived experience, public service, and work across local government, technology, infrastructure, and community organizations. After immigrating to the United States from Mexico with his family as a child, he has built his career around connecting people to opportunity and helping institutions better serve their communities.
Today, Cristian serves on the Hillsboro City Council, bringing a practical, community-centered approach to the decisions shaping Hillsboro’s future.

Growth should work for Hillsboro – not the other way around.
Hillsboro is growing quickly, with new investment in industry, housing, infrastructure, and emerging technology. Responsible growth means welcoming opportunity while planning carefully, protecting neighborhoods, and ensuring residents share in the benefits of our city’s success.
What this means:
- Understand impacts before decisions are made
- Set appropriate rules for different types of development
- Protect neighborhoods and critical infrastructure
- Make incentives accountable
- Ensure residents share in the benefits of economic growth
On Council, I have pushed for a more thoughtful approach to data center growth, including looking at facility type, community impact, and proximity to wetlands, schools, and critical infrastructure. I have also proposed exploring a Data Center Community Benefit and Utility Affordability Fund so growth can help address real costs for Hillsboro residents.
Strong Neighborhoods
A growing city should never leave neighborhoods behind.
A strong city is more than a growing economy. It is built in neighborhoods through safe streets, reliable services, accessible parks, nearby businesses, and a local government that listens when residents need support.
What this means:
- Invest intentionally in neighborhoods
- Improve infrastructure and everyday services
- Make government easier to access
- Make sure residents feel heard
On Council, I have focused on connecting neighborhood concerns to real action, including asking how planning recommendations move into budgeted improvements like lighting, sidewalks, crossings, and infrastructure. I have also advocated for practical support for residents facing difficult circumstances, especially in communities that have historically been underserved or underinvested.
Opportunity That Reaches People
Prosperity matters most when people can feel it in their own lives.
Hillsboro has a strong economy, but prosperity should be measured by more than investment totals. Real opportunity means asking what jobs are being created, whether local businesses benefit, and how residents are connected to training, stability, and long-term success.
What this means:
- Look beyond investment totals
- Ask what jobs are being created
- Support workers, families, and small businesses
- Connect people to training and opportunity
On Council, I have pushed for a clearer understanding of how major industries translate into local jobs and community benefit. I have also worked to support small businesses by elevating concerns from local business owners and encouraging practical outreach, including Spanish-language communication, so more residents and entrepreneurs can access information and opportunity.
